To oversee the effective functioning
of the Government Secretariat machinery; provide support
to the Chief Secretary for Administration and the
Financial Secretary and plan for the Tamar Development
Project.

To co-ordinate the Administration's
dealings with the Legislature; act as the contact
point between the HKSAR Government on the one hand
and the Independent Commission Against Corruption
or the Office of The Ombudsman on the other.

To facilitate implementation of measures
in support of the population policy.

To serve as contact point between the
Government and the Consular Corps; administer the
system for honours and awards and the scheme for Justices
of the Peace.

To
process appeals against administrative decisions which
come before the Administrative Appeals Board and the
Municipal Services Appeals Board.

To develop and implement the policy
for the management of government records in accordance
with legal, fiscal, administrative, program and historical
values; collect and make accessible archival records
in accordance with provisions for access to information.
