簡介
當局在一九九三年十二月一日根據《公共財政條例》第29 條向前立法局提出決議案設立賑災基金, 用以提供一個現成的機制,
以便香港能夠對國際間就香港境外發生的災禍的人道援助要求作出迅速回應。

職權範圍
- 就政策及行事方式提供意見,以便從賑災基金撥款,在香港特別行政區以外地方進行賑災。
- 提供意見,以便從賑災基金撥出具體數額的款項,批予指定的機構。
- 監察獲賑災基金撥款的機構使用撥款的情況。
審批撥款申請機制
(1) 常 規 審 批 撥 款 申 請 機 制
申請機構須填妥申請表格,並送交賑災基金諮詢委員會秘書處。詳情請參閱撥款申請須知。
由接獲申請機構提交所有資料起計,至通知結果當日,處理申請的目標時間為不多於12個工作天。
(2) 快 速 審 批 撥 款 申 請 機 制(只 適 用 於 合 資 格 的 救 援 機 構)
合資格的救援機構可透過快速審批撥款申請機制,申請設有限額的撥款,以便在災禍發生後第一時間進行首階段的賑災工作。申請資格及詳情,請參閱申請須知。
