简介
当局在一九九三年十二月一日根据《公共财政条例》第29 条向前立法局提出决议案设立赈灾基金, 用以提供一个现成的机制,
以便香港能够对国际间就香港境外发生的灾祸的人道援助要求作出迅速回应。

职权范围
- 就政策及行事方式提供意见,以便从赈灾基金拨款,在香港特别行政区以外地方进行赈灾。
- 提供意见,以便从赈灾基金拨出具体数额的款项,批予指定的机构。
- 监察获赈灾基金拨款的机构使用拨款的情况。
审批拨款申请机制
(1) 常 规 审 批 拨 款 申 请 机 制
申请机构须填妥申请表格,并送交赈灾基金谘询委员会秘书处。详情请参阅拨款申请须知。
由接获申请机构提交所有资料起计,至通知结果当日,处理申请的目标时间为不多于12个工作天。
(2) 快 速 审 批 拨 款 申 请 机 制(只 适 用 于 合 资 格 的 救 援 机 构)
合资格的救援机构可透过快速审批拨款申请机制,申请设有限额的拨款,以便在灾祸发生后第一时间进行首阶段的赈灾工作。申请资格及详情,请参阅申请须知。
